Sometimes instead of wanting to describe geographic areas, we instead want to describe borders that together make a series of polygons. TopoJSON supports this concept strongly.

It'd be a big new feature. Basically a series of intersecting lines plus a bounding box, and the output would be a series of continguous polygons.
